October 14, 2000 President Rosemary Schroeder called the meeting to order at 4:15 p.m.It was determined that a quorum was present.It was noted that the meeting was being tape recorded and those wishing to address the meeting were asked to use the microphone and identify themselves.
President Schroeder then introduced herself and the members of the board present at the meeting:Loralie Van Sluys, Kathy Pavlich, Susan Lybrand, Lucy Campbell-Gracie, Cindy Alspaugh, Billy Carter, Gary Marple.Lynn Zagarella arrived at 5:10 p.m.Stephen Blau and Debby Ritchie were absent.
There were no corrections to the minutes of the last annual meeting and the minutes were approved as written.
Recording Secretary's Report:The Recording Secretary gave a brief report on Board activity for the year.The Board met 12 times, 11 by mail, acted on 122 motions, and voted 113 new members into the club.The Recording Secretary conducted two elections regarding judge selection. Corresponding Secretary's Report:The Corresponding Secretary reported that she averages 30 to 40 inquires per month although since July/August calls and e-mail have dropped off considerably.Please remember to sign and send in your litter listing forms which can be downloaded from the website.Also remember to let her know when your puppies are placed. Treasurer's Report:The BCCA has total assets of $112,729.79 as of September 30, 2000, prior to reconciliation. AKC Delegate's Report:Susan Glatzer reported on AKC developments, including:

Revision of the AKC bylaws;
·
The "Miscellaneous" class will soon be known as the "Foundation Stock Service" class;
·
A strong statement from the Chairman of the Board of Directors regarding "sportsmanship" in the dog fancy;
·
Guaranteeing the integrity of AKC's registry (expanded use of DNA for identification of individual dogs and litters, and in the "Frequently Used Sires" policy);
·
Continued, possibly increased, inspection of commercial breeding operations;
·
Positive reactions/actions following Dateline/NBC program on puppy mills;
·
Building a broader source of revenues, including new Travelers auto/homeowner insurance and Veterinary Pet Insurance. Input is requested from the membership on two topics:the newly-implemented assertive efforts of AKC to achieve higher registration numbers and the "Multiple Sire Program."The AKC is also putting a special focus on the relationship between AKC and parent clubs.Two specific areas of interest are the development of a Breeders Education Program and the AKC/Canine Health Foundation's Canine Health Information Center (CHIC) Program. Committee Reports: Verbal reports were made on behalf of the following committees: Health:Teri Fleming reported that the Board approved participation in the CHIC program noted above (see Board minutes for more information).CERF has instituted positive identification requirements similar to OFA.ID can be microchip, DNA or tattoo.OFA has moved up its timetable on requiring positive ID to January, 2001.There was a change in researcher on the CHF Addison's research so no official report is available.Information on these topics will follow in the Bagpipes or Bulletin. Agility:Libby Myers-Buhite reported that the committee will be submitting a proposal to the Board for two new trophies. Awards:Gail Miller noted that all awards have been published. Banner:The banners that were originally used at the Florida specialty are available to regional clubs.Contact Jean Kennedy for information. CERF:The new CERF chairperson is Jean Kennedy. Fundraising:Lisa Voss reported that the committee is working on creating a monthly on-line "e-beardie" auction site on the BCCA website.Items would be sent to Lisa, photos would be put on the website and in the newsletter on a monthly basis.The committee raised over $6,000 last year. Herding:Ann Witte reported that, in addition to their normal activities, the committee developed and published the BCCA Herding Test Manual. Historian:Helen Jardon's report was read into the record.A number of pictures are still needed for the club's archives.An individual to provide computer graphic support to the historian is also necessary. Judges Education:Chris Walkowicz reported that the committee has formalized the educational packets.Only three educational programs were held this year but 4 or 5 are already scheduled for next year.There were 52 participants in the educational program at the 2000 National Specialty. Legislative:Carol Freeman noted that Lesley Woodcock has joined her as co-chair this year and that they plan to get more reports out to the club. Publications:Amber Carpenter reported that publications came in at or under budget.Susan McKean and Lillian Esposito continue, respectively, as editors of the Bagpipes and the Bulletin.Glenn Short has done an outstanding job as Webmaster.Chris Walkowicz is retiring as the Gazette columnist; the job will be taken over by Susan Lybrand. Rescue:Paul Glatzer reported that 62 Beardies have been "officially" placed since July 1, 1999, the largest ever since the program began 15 years ago, partially due to the 24 auction Beardies (19 adults and 5 puppies) we assisted.The June 30, 2000 rescue fund balance was $13,646.49.A full report on rescue will be in an upcoming Bagpipes. Versatility:Gail Marantz-Romine indicated that the first Masters in Versatility would be presented this year and that there were many new qualifiers for the Versatility and Versatility Excellent awards. Web:Glenn Short noted that the website is one of the club's most publicly visible projects, receiving 600 hits per week on average.In addition to articles on the BCCA and Beardies, the website provides a breeder listing service and contains the litter listings from the Bagpipes.Members with web pages are encouraged to link their sites to the BCCA's.
NEW BUSINESS
Billy Carter moved to amend SR 05/83-04 as follows:
The following is the procedure for selecting Specialty conformation judges: 1.Nomination of judges for Regular and Sweepstakes classes will be accepted from the Conformation Judges Nominating Committee meeting which is held at the annual meeting two years previous.Committee members will be appointed by the Board of the BCCA and will consist of all members that sign in as attending the annual meeting. 2.Nominations will be accepted from any committee member in attendance.When nominations are closed, the Committee will vote by written ballot to elect the slate of judges to be voted on by the membership.The three nominees that receive the greatest number of votes for each of the two classes, pending their acceptance of their nomination, will be presented as a final ballot to the membership.In the event that someone in the top three does not accept the nomination, the next nominee in order of votes will be asked if they are able to serve as a nominee.In the event of ties for third place, four such nominees will be presented on the ballot to the membership. 3.The three candidates in each category, Regular and Sweepstakes, will be presented as a final ballot to the membership no later than February 15th with the ballots to be returned no later than March 30th.
Chet Jezierski seconded the motion.Considerable discussion followed.

Irwin Richland moved to table the motion to the next annual meeting.Seconded by Pat Colombo.Motion was defeated by a majority of those present and voting.
Carter's motion was defeated by a majority of those present and voting.
Bob Gracie moved to adjourn the meeting.Seconded by Jill Farrington.The meeting was adjourned.
